Key Bulgarian Laws for Property Buyers

Territorial Development Act (ЗУТ)

Critical — this is the framework for your entire self-build

The primary legislation governing land use, planning permission, construction standards, and the Acts 1-16 certification process. Every new construction in Bulgaria must comply with ZUT.

Property Register Act (ЗКИР)

Закон за кадастъра и имотния регистър

Essential — verifying title and registration

Governs the Cadastre (land registry) and Property Register. Establishes legal plot boundaries and records ownership. Any purchase must be registered here to be legally valid.

Ownership and Use of Agricultural Land Act (ЗСПЗЗ)

Закон за собствеността и ползването на земеделските земи

Relevant if considering agricultural land purchase

Regulates ownership of agricultural land, including restrictions on foreign ownership. Post-Brexit, UK nationals are affected by some provisions of this law.

Investment Promotion Act

Закон за насърчаване на инвестициите

Background context

Provides for certain investor protections and promotion incentives. Less directly relevant for most residential self-build projects.

The Planning Permission Process

Bulgarian planning permission (разрешение за строеж) is issued by the Chief Architect of the relevant municipality. The process requires:

    Visa for design

    The municipality issues a visa for design (виза за проектиране) confirming what can be built on the plot — height, footprint, setbacks, etc.

  2. 2

    Design preparation

    A licensed architect prepares the full design package: architectural, structural, electrical, plumbing, fire safety. All must be stamped and signed by licensed designers.

  3. 3

    Submission

    The complete package is submitted to the municipal technical department with the required administrative forms and fees.

  4. 4

    Review period

    The municipality reviews the submission. They may request additional information or design amendments. Typical review: 1-3 months.

  5. 5

    Planning permission issued

    If compliant, planning permission (разрешение за строеж) is issued. It has a validity period — construction must begin within this window.
